the problem

The Institute of Tropical Forest Conservation (ITFC) plays a critical role in monitoring, research and training for the conservation of Uganda's forests, particularly the afromontane rainforests in SW Uganda, which are home to over half the world's remaining population of mountain gorillas. However, by 1999 the changing needs of the Institute's stakeholders and an uncertain financial future meant that the Institute urgently needed to refocus its role and activities, and put in place the management systems required for sustainable growth and success.

 the solution

The overall goal of the project was to transform ITFC from an institution struggling to survive, into a going concern making a growing contribution to forest conservation and sustainable management. The project enabled ITFC to establish a clear vision of its institutional role and comparative advantage, an explicit strategy and action plan as the basis for future development and funding proposals, and management and financial systems needed to put the action plan into practice.

CDC’s contribution

The project was designed by CDC. We were subsequently invited to provide specialist technical inputs and coordinate the overall institutional change process including:

developing a strategy and action plan, using participatory processes

undertaking a comprehensive management review

establishing new institutional and governance arrangements

developing project management systems and guidelines

developing systems and guidelines for monitoring, evaluation and reporting

establishing financial self-sustainability mechanisms, including accounting, budgeting, cost-recovery and financial reporting systems

establishing new human resources management systems, including job descriptions, training needs assessment, staff rules, and performance appraisal
